NPCT1 seeking qualified and experienced companies to participate in the Tender for the provision of Oil Spill Management Services, the vendor will provide professional oil spill response services, specialized equipment, trained personnel, contingency planning support, and regulatory compliance assistance to ensure effective management of potential oil spill incidents. This engagement aims to minimize environmental and operational impacts, enhance emergency response readiness, and maintain compliance with Ministry of Transportation Regulation No. 58 of 2013 on Oil Spill Contingency Management.
The Tenderer shall provide comprehensive Tier-2 Oil Spill Response services to support NPCT1 operations, including but not limited to:
- Oil Spill Contingency Plan (OSCP) review and enhancement.
- Environmental Sensitivity Index (ESI) integration.
- Oil spill trajectory modelling.
- Development of oil spill response strategies.
- Tier-1 and Tier-2 equipment assessment and readiness review.
- Provision of trained responders and command centre support.
- Readiness assessments and reporting.
- Tabletop, communication, and wet drill exercises.
- Regulatory compliance support and verification in accordance with Minister of Transportation Regulation.
- Emergency Tier-2 response mobilization services available 24 hours a day, 7 days a week.
Eligibility:
1. Possess valid approvals issued by the Directorate General of Sea Transportation (DGST) in accordance with Minister of Transportation Regulation, including:
- Surat Persetujuan Usaha Penanggulangan Pencemaran (Mandatory)
- Surat Persetujuan sebagai Penyelenggara Pelatihan Penanggulangan Pencemaran (Mandatory)
- Surat Persetujuan sebagai Perusahaan Penilaian Persyaratan Penanggulangan Pencemaran (Mandatory)
2. Minimum seven (7) years of experience in oil spill response services.
3. Have a valid ISO 14001:2015 certification.
